一 | 한 달간 '체납 집중정리기간' 20명 합동징수반 현장 투입 서울시는 9월 한 달간 '수도요금 체납 집중 정리기간'을 운영한다. 사진은 단수 처분 모습. /서울시[더팩트ㅣ정소양 기자] 서울시는 9월 한 달간 장기·고액 수도요금 체납자를 대상으로 집중 징수에 나선다.시는 다음 달을 '수도요금 체납 집중 정리기간'으로 정하고 장기 체납 8507건, 총 55억원 규모의 체납액을 대상으로 20명 규모의 합동징수반을 투입한다고 26일 밝혔다.집중 관리 대상은 6회 이상이면서 20만원 이상 체납한 장기 체납과 100만원 이상 체납한 고액 체납이다. 이 가운데 고액 체납은 904건이다.합동징수반은 체납 기간과 금액, 납부 여건 등을 확인해 우선 체납 사실과 납부 방법을 안내하고 자진 납부를 독려한다. 이후에도 체납이 계속되면 정수(단수)와 재산 압류 등을 예고하고 납부계획서 제출을 요구하는 등 단계적으로 징수 강도를 높일 예정이다.시는 행정처분에 앞서 문자메시지와 카카오 알림톡, 우편, 전화 등을 통해 체납 사실을 안내할 방침이다.다만 경제적 어려움으로 수도요금을 한꺼번에 내기 어려운 생계형 체납자에게는 최대 6개월까지 분할납부를 안내한다. 납부계획을 성실하게 이행하면 정수 처분을 일시 유예하고, 현장 징수 과정에서 복지 사각지대에 놓인 위기가구가 발견될 경우 동주민센터 등과 연계해 복지서비스도 지원한다.서울시는 안정적인 수도사업 재원을 확보하기 위해 분기별로 연 4회 체납 집중정리기간을 운영하고 있다. 올해 상반기에는 두 차례 집중정리와 5차례 합동징수반을 운영해 총 143억원의 체납 수도요금을 징수했다.수도요금은 입금가상계좌와 서울시 ETAX, 스마트폰 앱(STAX), ARS, 은행 ATM 및 편의점 등을 통해 납부할 수 있다.권민 서울아리수본부장은 "성실하게 수도요금을 납부하는 시민과의 형평성을 위해 장기·고액 체납에 대해서는 적극적인 징수 활동을 펼칠 것"이라며 "다만 경제적 어려움으로 납부가 어려운 시민에게는 분할납부와 복지서비스 연계 등 상황에 맞는 지원을 병행해 건전한 납부 문화를 만들어가겠다"고 말했다.발로 뛰는 더팩트는 24시간 여러분의 제보를 기다립니다.▶카카오톡: '더팩트제보' 검색▶이메일: [email protected]▶뉴스 홈페이지: http://talk.tf.co.kr/bbs/report/write。
二 | Political divisions are tearing our nation apart. Perhaps not since the last decade before our Civil War have differing perspectives so threatened the very fabric of American society. Many of us have seen similar forces in places like Iraq and Afghanistan produce unspeakable pain and tragedy and know that something must be done. But what?My military career taught me that young Americans, recruited from every corner of our nation, representing different races, religions, incomes, and accents can be brought together under a single flag, for a common purpose, and do great things. During the Depression they built roads, parks and other things that have contributed to every generation that followed. When World Wars I and II erupted, they united to protect not only America, but the world. They came together as diverse as our society, and built bridges, not just over rivers, but also to fellow citizens.Their greatest contribution was not any physical structure; it was in shaping themselves into what Tom Brokaw so aptly described as the "Greatest Generation." I might simply call them good citizens. We can, and must, do that again, by harnessing the power of letting young Americans serve something bigger than themselves. We can do it through what is often called national service. It is a simple concept: Young Americans come together for a year or two and work together in efforts as varied as healthcare, education, conservation, the military, or other community projects. For that period of their lives, before they go on to jobs, school, or family life, they work alongside other Young Americans serving fellow citizens and learning about each other – and themselves.
